PROPOSAL: Use Cmake as the build system for Samba

Well, with the promised merge to create 'Samba 4.0', I would have
assumed that python, for better or worse, will remain a requirement.  

So at that point in the future, which we have agreed to work towards, we
will have python+cmake or python as dependencies.
