'net drs replicate' command implementation

Hi Tridge,

Could you please review 'net drs replicate' command at
http://repo.or.cz/w/Samba/kamenim.git/shortlog/refs/heads/net-drs

I am still having some issues to implement 'net drs syncall' 
command, so I decided to go for 'replicate' command first
(it is much more clear that 'syncall' command in terms of behavior)

First 5 commits are on 'drsuapi.idl refactoring' topic.
Basically, the drsuapi_DsReplicaSync call description was 
a little bit outdated and needed some minor changes.
