Possible fix for DsRGetDCNameEx2

This is an attempted fix for the problem of DsRGetDCNameEx2 failing when
the domain is NULL. MS-NRPC 3.5.5.2.1 DsrGetDcNameEx2 says that we
should use the current domain in this case.

Can you please look at this, and decide if this check should instead be
in the CLDAP code, add tests and if OK push it to the tree? (or else,
I'll get back to it, but it's your area, so I wanted to give you the
first go).
