isFiltered flag added to schema

Hi guys,
Attached is a patch that initialises an isFiltered flag in dsdb_attribute on
schema load. The purpose is to know if the attribute belongs to the filtered
set. I need this for the access checks on getNCChanges - or will need it in
the future. Take a look and let me know if you think there is a better way.
