status of the s4 waf build - go to stage 3?

right. The merged build is valuable, and we definately don't want to
lose it. So I'm proposing we keep it going, but make the primary build
system for s4 be the waf build.

Eventually I hope the merged build will use waf, at which point we
could drop the old s4 build system if everyone is happy with that.
