It doesn't have to be, but I think it will make it easier.
And I hope that we'll end up with just a single project build in the
top level directory for the whole code base. So that every developer
always builds everything (without the need of a constant make clean,
the overhead is hopefully much smaller)
I also hope make test would be able test everything including
having a file server being a member in an ad domain and more complex
things.
