[RFC] Reduce SPAM posts by making samba-technical members-only to post

instead of auto reply I would prefer if that could be handled at mail receive
time inside the MTA via an ACL or so. Otherwise I fear that mail.samba.org will
sooner or later be listed on RBLs as we start sending colateral spam to faked
sender addresses with auto replies.

Just my 2¢ on this ...
