Should static wins entries be in wins.dat or lmhosts?

When settings up a samba wins server (not on the PDC, or BDC if it
matters), should static mappings be in lmhosts or wins.dat?

I ask because a recent attempt to transfer from an NT4 wins server to
samba was only somewhat successful.  I believe I need to add static
mappings for the PDC and BDC to get it to be 100% functional.
