Thinking about it, a lot of components are auto assigned
to samba-bugs anyways, so doing this for s4 is not really
any different.  I agree that samba-bugs is really just a
place holder account.  No reason to not continue to use
it.  Unless someone has a better idea.

btw...if someone wants to be the default owner of a component,
all they have to do is ask :-)
