Provision pach: make partitions only not erase others ldb

The problem is, that option also has to work for the 'new LDAP dc' and
'new DRSUAPI dc' case too.  We probably need to restructure the options
to make it clear what the administrator wants, and remove confusing
names such as --partitions-only.
