W32 time patch

I just need to compile it or need to apply the patch also?

You need the latest release from ntp.org 4.25p165 or later, such as
http://www.eecis.udel.edu/~ntp/ntp_spool/ntp4/ntp-dev/ntp-dev-4.2.5p181.tar.gz
