Outdated packaging in packaging/Debian

+1 from me, too.

I'd actually also like to propose remove the packaging files for Red Hat and
replace them with a README pointing to distributors' packages. Against
maintaining a spec upstream speaks that afaik nobody from the team uses it and
thus errors are found too late (only when users report bugs); it's not clear
for which distri version it is, package and build dependencies would need to be
quite different for different Red Hat versions and finally distributors
maintain their packages by themself anyway. So whould anybody object to also
replace the spec with an appropriate README?
