[PATCHS]: utils for manipulating ntacls from command line

Hello,

This is the return of the patch series about ntacls, it's mainly a 
refactor of the torture test to not use /tmp as a path for storing tests 
files (instead it use the $SELFTEST_PREFIX) and to use shell to spawn 
getntacl and setntacl process.
This is the first step of the changes that we agreed with abartlett on 
IRC two weeks ago.
