RFCs, Debian and Samba build dependencies

Unfortunately, I don't see another solution right now.

As far as I know, only the merged build fails without the RFCs. I think
building S3 packages should still work fine after deleting the RFCs.

I am going to re-add the RFCs with 3.4.4 and 3.5.0pre2 as nobody declined
this proposal.
