RFCs, Debian and Samba build dependencies

Please don't change the Heimdal code here. We are down to a very small
number of Heimdal patches, and I want to keep it that way, as it allows
us to soon migrate to building against a system Heimdal.

The irony is that this would break another Debian requirement to rebuild
all generated files during the make process.
