RFCs, Debian and Samba build dependencies

Hi Andrew,

I think we should remove the build dependency on the RFCs. Currently
the RFCs are needed for a build because
source4/heimdal/lib/wind/gen-map.py is used to extract a character
table map from rfc3454.txt, which is then used as part of the source
of heimdal.

I think it may be better to commit the resulting lib/wind/map_table.c
and lib/wind/map_table.h into our tree, or to replace the routines
which use these maps with Samba specific maps (using our iconv code).

Then we would no longer have a build dependency on this RFC, so we
could strip it from the tarball.
