Hi Rusty,

I think I've now fixed the 2nd problem with the build farm status. The
build farm CGI code had been changed to count the number of
testsuite-failure messages, and if it didn't find any it assumed that
everything passed. I have changed it now to only assume that if it got
at least one testsuite-success message.

The result is now that all the hosts that don't run any tests are
marked as failing, which is what we had previously.
