Security Descriptor inheritance - public repo

Hi Team,
I have created a public repo containing my current work on the security descriptor creation. It is yet incomplete and not tested, and I am still working with Microsoft to clarify issues in the documentation. I forgot to merge Zahari's tests so that will be coming shortly.
