[PATCH] start reconciling source4/lib/util and source3/lib/*.c

The attached patch makes a start reconciling the generic utility code
present in both Samba's. In other words, small, convenient, generic (not
Samba-specific) utility functions. 

So far, it reconciles the code for:

* xfile
* strlists
* util_tdb
* genrand
* signal
* data_blob
