[PATCH] Use single copy of talloc in master branch

The attached patch makes Samba 3 and 4 both use the same copy of talloc
that lives in ../talloc.

Please comment on the patch. In particular, is this the right place to
let talloc live? Top-level seems right to me also because talloc can
live standalone as well.
