As, TTBOMK, the machine-parseable copyright format is not yet adopted
in Debian, it's maybe not too late to mention and point to the Fedora
effort on the Debian wiki page about machine-parseable copyright file.

Adding a mention that, as (an important) upstream, the Samba Team is
concerned by both projects adopting different format would probably
help the convergence to happen.
