CIFS Proxy Server - Is it implemented on Samba 4

This is implemented in source/ntvfs/cifs/vfs_cifs.c  

See also the work by Sam Liddicott to make an accelerating CIFS proxy. 

Perhaps you could detail a bit more about what you are wanting to use it
for?  This might allow me to give you some more advise.
