Linking GPL3 code with IPL? (Was: afs_syscall (Samba as a client of OpenAFS))

Apparently the IBM Public License is considered incompatible with the
GPL by the FSF. I am not sure how updated this assesment is, maybe you
can query the FSF to see if the IPL version used by OpenAFS is
compatible with GPLv3, otherwise I would tend to avoid the linking.
