RFC: spinning off base libraries

You have seen from earlier discussions that I'm interested in having
Heimdal split out from Samba4.  As I'm trying to package Samba4 for
Fedora, it would be great to avoid conflicts between Samba4 and Samba3
in these base libraries and utilities (and having them both depend on a
separate package containing these seems like the best way to do it).
