Request for review: Moving the help function closer to the code for "net"

Hi folks,

My "net" tree at [1] has a list of patches that unify the handling of help 
output in the "net" tool. I've also tried to move the help text closer to the 
code, with hope that people updating the code will be more likely to update 
it than this has happened before.

While my work on "net" still is far from finished (see [2] for a high-level 
todo list), I would like to get this stack of patches out of my tree into 
v3-3-test. And before I do that, I'd like to get some feedback on it.
