WHATSNEW 3.2.0pre2

Hi folks,

I just merged the original post-3.2.0pre1 changes to WHATSNEW
from v3-2-stable to v3-2-test. I suggest we put additions to
WHATSNEW to v3-2-test and these get merged over to v3-2-stable
for the prerelease. Later, changes might get cherrypicked also
for the release notes.
