s3:pdb_tdb and winbind_idmap.tdb

Indeed, discussing this issue  with Metze yesterday, I was
shocked to learn that RID_COUNTER is stored (without use of
dbwrap) in the winbindd_tdb, and that the _only_ user of this
record sits in pdb_tdb.c ...

This had somehow escaped my attention up to now.

We definitely should fix this for 3.3.0.
