Parameter "time offset" in master?

Hi, Jelmer!

With cb78d4593b5 master uses lib/time instead of
source3/lib/time.c for get_time_zone(). With that change
support for the parameter "time offset" is lost.

Not sure if anybody still uses this today, but can we either
remove the parameter completely or re-add support for it?
