Possible bugs in winbindd_cache.c:password_policy() function?

Hi, all:
      Password policy is saved into cache without consider if it is correctly obtained.
      Thus, if the password policy query failed and stored in cache, which will have negative
influence on subsequent login. 
      Patches for v3-0-test and v3-2-test in attachment.

      Please correct me if I am wrong.
