[PATCH] 3/3: (revamped) Associate file locations to newly introduced "cache" path

This patch groups together the most debated changes in our initial
batch of patches.


The point is doing the following associations:

- cache data go to cachedir:
  - winbindd_cache.tdb
  - printing/*.tdb
  - idmap_cache.tdb

(please note that I have removed the word "discardable")

The patch also moves secrets.tdb to the state path, which seems to
need discussions, from the previous thread.


The patch *does not change* the default location for any
directory. So, there is no behaviour change when applying it (except
for secrets.tdb).

The main change is for samba developers who have to think when dealing
with files that previously pertained to libdir whether they:
- go in cachedir
- stay in libdir

Of course, newly introduced files in the future will need discussion
about the most appropriate place. That could require changes to the
developers documentation.

Side note: the initial comment in the patch has not been entirely
updated yet, since the split. Please do not give it too much importance.
