Requesting better commit msgs

Folks,

I'd like to be able to automate the commit list in the
the release notes using

  $ git-log --no-merges v3-2-stable..v3-2-test \
    | git-shortlog

However, this requires a bit more disciple one our part when
committing.  For example, commit msgs like "save memory"
are pretty unhelpful in the case.  Please try to have a useful
one line summary (around 60 characters) followed by a blank
line and as much detail as you deem necessary.

It also means that you get more listing from micro commits.
But this is open to abuse :-)  So please use your best
judgement.  All I ask is that commits be in logical chunks.
if you have two patches, please split them into two commits.

PS: I'm as bad an offender here as anyone, so don't think
I'm pointing fingers.  Just trying to make releases easier
for myself and anyone else in the future.
