It depends on access rights.  If I just create a machine
object in ADUC and give a user or group the ability to
join the machine to the domain, they won't be able to
set the attributes.  It appears that AD itself normally fills
the values in for Windows clients.

It was the potentially inconsistent behavior I was pushing
back against.  But enough people have asked for it that I'm
caving.  This way if someone wants to set it, they can but it
will not affect the join it if fails and and admin has a
little more control over what gets set.
