I think what Andrew means is not the VFS layer itself, but the plug-in
support in the VFS layer.

One of the advantages of the plug-in support is that external people can
use a stock Samba build with their own custom modules, without the need
to rebuild Samba or have those modules in the core Samba tree.

If we'd import samba-vscan, that would mean that we'd have to make sure
it keeps building and working during API changes, and also that we'd
have to make sure the vscan side of it keeps working.

If people think the advantages of having samba-vscan in-tree is worth
the extra overhead of maintaining it, go for it :-)
