Merging prerequisites for net_conf and friends [Re: Cutoff for major changes to 3.0.26 is scheduled for Monday, June 4]

I started preparing the merge of these matters and had to
notice that a fair amount of preparatory work has not been
merged yet, most notably the creation of registry/reg_api.c
together with the rewrite of rpc_server/srv_winreg_nt.c.

I want to merge these "prerequisites" first, but see no chance
but to merge them in one large patch. This will be _really_ large:
I am not finished yet but up to now I have collected roughly
4500 lines of diff. 

Would that be ok for you?
