Domain Admin set privileges

I am running samba on a Linux box and have a Domain Admin account. Is it
possible to 
        a) add the privileges SE_BACKUP_NAME and SE_RESTORE_NAME
        b) to open files with FILE_FLAG_BACKUP_SEMANTICS

and if so, how.
