I think so, even if we would do the pdc lookup using DNS then we shouldn't 
limit the lookup to our local site.

I was testing:
_ldap._tcp.MYSITE._sites.dc._msdcs.REALM => DCs for MYSITE
_ldap._tcp.MYSITE._sites.pdc._msdcs.REALM => 0
_ldap._tcp.dc._msdcs.REALM => all DCs
_ldap._tcp.pdc._msdcs.REALM => the PDC
