Fixed exclude_dir in the recycle vfs

Hi,
   I have made a change to the vfs_recycle.c module to fix the 
exclude_dir to work more naturally. I have changed it so that it 
accepts directorie lists, ie. temp/ Temp/ tmp/ , as being valid. The 
end '/' is needed to indicate that it is a full directory name, there 
are no wild cards in this. All subdirectories below the specified 
directory are also excluded from recycling.

    The above diff is against the current development branch for 3.0 
. I just did a

svn co svn://svnanon.samba.org/samba/branches/SAMBA_3_0 samba3

and used that as the base.

    Can this change please be applied to the current development branch.
