notify in 3.0.25?

Hi!

Under http://www.samba.org/~vlendec/notify-3.0.25-21310.diff
there's a 6447 line monster that ports the notify stuff and
the necessary infrastructure from 3_0 to 3_0_25.

I've got some people here who are really eager to get this
into 3.0.25.

What do you think?
