[Proposal 2 of 2]: Timed based release for Samba 3.0.25

First off, let me say that I feel pretty bad about the
delay of Samba 3.0.25 and I'll shoulder much of the blame
for this.  However it does seem indicative when there is
a lot of new code being written, we want to wait until it's
all done.  But the current rate of change is not leaving
many gaps in new features.

So what I would like to propose is a time based release schedule
for Samba 3.0.25.  The dates would be as follows:

* Tuesday, Feb 21   - Samba 3.0.25pre1
* Tuesday, March 6  - Samba 3.0.25pre2
* Tuesday, March 20 - Samba 3.0.25 one or more RC snapshots
* Friday, March 30  - Final 3.0.25 release.

Comments?  How does the coding population here feel about
a time based release schedule?  I know in the past we have
avoided any time commitments, but in this case it is more
for our internal clocks than any external planning.  I don't
mind one or two day slips if something urgent comes up.  But
this release cycle has dragged on long enough.
