Automake generates massive Makefile.in files which are rather tricky to
debug if you're not familiar with its internals. It also uses recursive
make, which is problematic for some reason I don't recall.

GNU make is not very widely available, certainly not as widely as a C
compiler with C99 support. Only the Linux hosts and some BSD hosts on
the buildfarm have it.
