Will start the cooling process for 3.2.0 next week

Folks,

After pinging a few people about ongoing work, I'd like
to start cooling the 3.2.0 tree for a pre1 next Friday.
This means that if a feature is not mostly done and stable
by Thursday, Sep 6, keep it in a local tree or in SAMBA_3_2.
At that point, we'll start the 4 week clock to release.

Looking beyond Samba 3.2.0, I would like to give another
attempt at 3 month timed based releases.  This would mean
a 2 month feature checkin window, with a 4 week escrow/bug
fix period.  I have some ideas about how to make this work
more smoothly.  But for now, just finishing up the 3.2.0
release is enough.
