What types of backends are we talking about? ad and rid
don't allocate, ldap and tdb do. ad and rid have fixed
mappings from somewhere else and are per domain. ldap and
tdb would always be global, I don't see I would have
per-domain ldap/tdb backends doing allocations of their own.
