This is a key statement:
"The table will be read only at startup, and when a transmission error or
error return from the CTDB protocol indicates that the local copy of the
node mapping may be out of date."

Check the section on "CTDB Recovery" - adding or removing a node is the same
as recovering from a dead node.  The recovery master will have to direct
this, but it will need to know how many nodes currently exist.
