[SAMBA4] Moving secrets.c into param/ ?

Hi,

I'd like to move Samba4's passdb/secrets.c into param/.  
This would basically make param/ the subsystem that holds the
information about the local host and information about its participation in 
the network. This would also abstract away how the data is stored (
for example, the realm name may come from smb.conf or from inside an LDAP or LDB
database).

Any objections/comments?
