You have a point here, a local cache is necessary in any case,
the point here really is who controls that cache, and how do you
interact with it.

I still think that let the admin choose where to keep the cache/control
is a good idea, going down the route of the cron job is feasible, but
requires some more work to implement it.
But once it is there there is no difference, you still have mappings
changing, which seemed to me your biggest objection.
