It's the exact same ifdef we had before before.  So was
this code always broken ?  I mean it's been like this
for well over 2 years at least.

add_machine_acct() used to look like this (from svn
annotate libads/ldap.c):

2      CVSIN       acct_control = account_type | UF_DONT_EXPIRE_PASSWD;
2      CVSIN #ifndef ENCTYPE_ARCFOUR_HMAC
