ERROR_TABLE_BASE_xxx is specfic to com_err. heimdals com_err is compatible
with MIT kerberos com_err (but not the reverse).

However, the krb5_error/krb5_rd_error stuff is share with between mit
kerberos and heimdal, so some glue is needed there.
