[Samba] Add local windows user question

Quite old bug also. =)

I've noticed that the -F flag in the net user add command is not used  
in the code.

Would it be appropriate to assume that the flags listed under the  
passdb account flags should be implemented in the NET code as-well?

In that case would the passdb/pdbedit code work as guidelines of how  
to implement these in the NET command or am I really out of bounds  
here? :)
