[SAMBA4] Noise on the build farm

Anyone who has worked on Samba4 knows the noise we get after every
commit, as some host or other intermittently fails one or many of the
tests.  I've been back working on Samba4 testing, and causing more
failures myself, but I'm now trying to get the farm green again. 

As such, I have removed the RAW-ACLS test and the
NBT-WINSREPLICATION-OWNED test from general operation.  These tests fail
on some platforms and in particular for the WINS test, at some times.
This makes it much harder to see real breakages.

RAW-ACLS fails for me on Fedora Core 4, and on other hosts on the build
farm. 

I am quite happy for these to be re-enabled, both for further
investigative testing and permanently, if someone is working on fixing
them, but at the moment, they make it much harder to catch the 'real'
failures.  (Such as why the RPC-SAMR test won't work.  I dismissed the
mails from the farm a 'the usual noise').

Perhaps we need a way to mark whole tests as 'non-fatal'?
