True.  But I do think that the person has to really want
to do it.  And usually it makes developers into release
managers.  IMO a person has to be an active developer to be
in touch with what's going on and when to release.  At least
with how our development model goes.

Of course, we could change this and throw more responsibility
on individual developers to sign off on their area.  That model
distributes the knowledge needed by the release manager
to multiple developers.  But there is still the mojo factor,
Just knowing when the code feels good.
